Approval of Type of Vehicles

Approval of a vehicle type is a document certifying the conformity of vehicles of the same type issued to circulation with the requirements of the Technical Regulations of the Customs Union 'On the safety of wheeled vehicles' (TP TC TC 018/2011). This document is a confirmation of the quality of the vehicle and its full compliance with the necessary safety standards and environmental requirements in force in the territory of the Eurasian Economic Union (hereinafter - the EAEU, the Union). An applicant for a type approval may be a manufacturer registered in accordance with the laws of an EAEU Member State and resident in that State to which an international vehicle identification code has been assigned, or a representative of a manufacturer acting on his behalf. An applicant may be one of the representatives of a foreign manufacturer, registered in accordance with the legislation of a Member State of the Union and being its resident, when approving the type of imported vehicles to a single territory of the EAEU.

Required documents for OTTS registration:


1. General technical description of the type of vehicle. The document is submitted in two copies, indicating the date of their preparation, the name and position of the signatory;
2. Evidence materials available on the date of submission of the application, confirming the compliance of the products with the requirements of the Technical Regulations of the Customs Union 'On the safety of wheeled vehicles' (TP TC 018/2011);
3. Certificates of conformity issued by the certification bodies included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the EAEU;
4. Protocols of vehicle certification tests issued by an accredited testing laboratory with regard to individual requirements for the list of Appendix No. 2 to the Technical Regulations of the Customs Union 'On the Safety of Wheeled Vehicles' (TP TC 018/2011 TR) and (or) identification protocol and test results of the complete vehicle facilities;
5. In the case of special and specialized vehicles, the vehicle identification and certification test protocols issued by an accredited testing laboratory in relation to the applicable requirements of Annex 6 to the technical regulations of the Customs Union 'On the safety of wheeled vehicles' (TP TC 018/2011), as well as other evidentiary materials stipulated by the specified application;
6. Reports of approval of type in respect of UN Regulations issued in member countries of the 1958 Agreement;
7. During assessing the conformity of vehicles manufactured on the base or on the chassis of other vehicles - approval of the type of vehicle or approval of the type of chassis;
8. Certificate of conformity of the quality management system used by the manufacturer. In the absence of such a certificate, a description of the production conditions is provided in a volume that provides the ability to analyze documents in accordance with Appendix No. 13 to the Technical Regulations of the Customs Union 'On the safety of wheeled vehicles' (TR CU 018/2011), and a plan for monitoring the compliance of products with the requirements of technical regulations indicating the scope and frequency of inspections and control tests, the number of samples to be tested, as well as the location of the inspections;
9. Document on the assignment in accordance with the established procedure of the international identification code of the vehicle manufacturer (for vehicles manufactured in the territory of the Eurasian Economic Union);
10. Manual (instruction) on the operation of the vehicle;
11. The applicant, who is not a product manufacturer, represents to the certification body an agreement between the manufacturer and the applicant to grant the manufacturer the authority of the applicant to conduct conformity assessment and jointly and severally with the manufacturer, responsibility for ensuring product safety in the Eurasian Economic Union member states in accordance with its requirements. ;
12. During conformity assessment of vehicles manufactured on the basis of the chassis or vehicles purchased from a third-party manufacturer, in addition to the listed documents, documents are submitted to the certification body in accordance with clause 1.3. Appendix No. 12 to the Technical Regulations of the Customs Union 'On the safety of wheeled vehicles' (TP TC TC 018/2011);
13. In the conformity assessment, conducted for the first time with respect to the type of vehicle, which is assembled only from assembly kits in the industrial assembly mode, for structural analogues of which are manufactured under different production conditions, conformity assessment was previously carried out, in addition to the listed documents, certification documents are submitted in accordance with clause 1.4. Annex No. 12 to the Technical Regulations of the Customs Union 'On the safety of wheeled vehicles' (TP TC TC 018/2011).

It is drawn up and issued by an accredited conformity assessment body included in the Unified Register of Certification Bodies and Testing Laboratories (Centers) of the Eurasian Economic Union.
